Delegations from the Supreme Audit Institutions of Georgia, Ukraine and Moldova will stay in Riga from December 11 to 12, to attend a workshop organized by the State Audit Office aimed at more effective implementation of international standards of the Supreme Audit Institutions (ISSAI) in the work of the supreme audit institutions of the Eastern Partnership.
The support of the State Audit Office to the supreme audit institutions of the Eastern Partnership countries of the European Union is a targeted development cooperation policy instrument. Within the framework of the project, for the third year in a row, the State Audit Office has been working intensively with colleagues from Ukraine, Moldova and Georgia, sharing with examples of best practice and experience in the field of financial, efficiency, compliance and IT system audits.
During this year the State Audit Office has already organized seminars on the practical aspects of local government audits in the Supreme Audit Institutions of Ukraine and Moldova, as well as shared experiences on aspects of efficiency and IT audits. Whereas with Georgian colleagues the experts from the State Audit Office have shared their experience on the audit planning process, the audit of quality control and quality assurance systems, as well as the audit of the annual financial statements.
After the restoration of Latvia’s independence the State Audit Office itself has grown from a post-soviet financial institution to a modern audit institution that works in accordance with international auditing standards and whose opinion professionals in the field of audit in the world listen to. That is why the State Audit Office is required to provide support to the supreme audit institutions that are currently implementing this process of change. They are both the Eastern Partnership countries that have once been members of the USSR and countries who have expressed their wish to join the European Union.
The Forum of Supreme Audit Institutions of the Eastern Partnership and EU candidate countries is a part of the project “Increasing the Capacity of Supreme Audit Institutions of Ukraine, Moldova and Georgia in the Process of Integrating International Standards of Supreme Audit Institutions (ISSAI)” implemented by the State Audit Office and financially supported by the Ministry of Foreign Affairs. Development of the external audit environment is an essential requirement in international binding documents for the cooperation countries. Therefore the involvement of the State Audit Office is a significant contribution to the development of the external audit environment in Ukraine, Moldova and Georgia, ensuring that these countries move towards the adoption of the principles set out in the association agreements and international documents in the area of external audit.
