
Inguna Sudraba Auditor General of the Republic of Latvia
The Saeima appointed Mrs. Inguna Sudraba as the Auditor General on December 22, 2004. The Auditor General started her four-year term on December 22nd, 2004, by taking the oath of office before the Saeima (Parliament).
In 1988 Mrs. Sudraba graduated with honours from the Department of Economics of the State University of Latvia majoring in planning of the national economy.
Mrs. Sudraba has continued her education by attending the following seminars and courses: OECD seminar on “Development and Use of Personal Income Tax Models”, a course on “Macroeconomic and Financial Policies” at the Joint Vienna Institute, a PEW Economic Freedom Fellows Programme at the Georgetown University, seminars on “Communications: Psychology and Ethics” and on “Computer Science” held by the Local Government and Project Management Study Centre of the University of Latvia, a seminar on “Fiscal Policy Management” at the Joint Vienna Institute, a seminar on “Public Expenditures Analysis and Management” at the Joint Vienna Institute, as well as the joint programme by OMNIA and the Latvian School of Public Administration on “Management in Change and Development”.
She started her professional career as research associate at the Research Institute for the Agro-Industrial Complex. After that she held the post of the Head of the Social Development and Analysis Division at the Ministry of Welfare. From 1994 to 2003, Mrs. Sudraba worked at the Ministry of Finance (as chief economist, head of sector, deputy head of department and later as Deputy State Secretary of the Ministry). As the Deputy State Secretary Mrs. Sudraba dealt with the following:
Management of the national budget process: planning, tracking revenues and expenditures and supervising;
In 1997 completed the introduction of the internal auditing system in Latvia’s public administration in compliance with international internal auditing standards (drafting of regulatory acts, management of preparation of methodological materials);
During EU accession process, managed the coordination of negotiations concerning Chapter 28 on “Financial Control”, which included the following issues: budget control system, internal auditing system, improvement of external auditing (state audit) system, management of and control procedure for the use of EU pre-structural and structural funds, control over own resources, and protection of the financial interests of the European Communities;
Development of internal control and auditing systems compliant with EU requirements and necessary for administering pre-structural funds and supervision of the functioning of these systems;
Acted as the National Authorising Officer for supervising the use of EU pre-structural funds and for cooperation with auditors of the European Commission;
Accreditation (checking on compliance with EU requirements) and certification (annual auditing of expenditures) of the Rural Support Centre as SAPARD administrator in Latvia and supervision of this process in cooperation with international auditing companies;
Development of basic requirements for public administration’s internal control system;
Managed the PHARE Public Expenditure Management project, which included Increasing the Capacity of the State Audit Office component;
Held the post of a Deputy Chairperson of the Public Administration’s Internal Audit Council;
Represented Latvia in the Administrative Council of the European Development Bank;
Headed the Working Group on implementing funded pension schemes;
Chaired the State Aid Supervisory Commission;
Represented the Ministry of Finance on the Latvian National Committee of UNESCO;
Represented the Ministry of Finance on the Supervisory Council of the Latvian National Opera.
Before being appointed as the Auditor General, Mrs. Inguna Sudraba worked as Deputy Vice President on handling loans at the JSC Parex Banka.
Mrs. Inguna Sudraba has received the following awards: a Certificate of Merit from the Cabinet of Ministers of the Republic of Latvia for selfless service in working for the good of the Latvian state and people (1998), a Citation from Guntis Ulmanis, President of Latvia (1999), a Citation from Vaira Vīķe-Freiberga, President of Latvia (2007), Commendations of the Ministry of Finance of the Republic of Latvia (1994 and 2003).
