THE STATE AUDIT OFFICE PROCEDURES BY WHICH THE NOTE OF ACKNOWLEDGEMENT AND THE NOTE OF NOMINATION SHALL BE AWARDED

Issued pursuant to the State Audit
Office Law Section 11, Clause 1

I. General Provisions

1. The State Audit Office Procedures by Which the Note of Acknowledgement and the Note of Nomination Shall be Awarded (hereinafter – the Procedures) shall determine the procedures by which the State Audit Office Note of Acknowledgement (hereinafter – the Note of Acknowledgement) and the State Audit Office Note of Nomination (hereinafter – the Note of Nomination) shall be awarded.

2. The Note of Acknowledgement or the Note of Nomination shall be awarded to express acknowledgement to the officials and employees of the State Audit Office (hereinafter – employees), representatives of the State and local government institutions and cooperation partners of the State Audit Office.

II. Awarding of the Note of Acknowledgement and the Note of Nomination

3. The employees of the State Audit Office shall be awarded the Note of Acknowledgement:
for creative work and substantial contribution to the development of the State Audit Office;
for professionalism and persistence, honestly fulfilling official duties;
for long-term, unselfish work and contribution to the development of the State Audit Office.

4. The employees of the State Audit Office shall be awarded the Note of Nomination as:
the most cooperative employee;
the most responsible employee;
the most eager employee;
the employee of the year.

5. Representatives of the State and local government institutions and cooperation partners of the State Audit Office shall be awarded the Note of Acknowledgement:
for long-term and creative cooperation with the State Audit Office;
for substantial contribution to the development of the State Audit Office.

6. The Note of Acknowledgement and the Note of Nomination shall be awarded in formal ceremony by the Auditor General or his or her authorized person:
on August 16th  – date of foundation of the State Audit Office or on other day, when the foundation of the State Audit Office is celebrated;
on other significant occasions.

7. The Auditor General shall have the right to propose awarding the Note of Acknowledgement.

8. Reasoned proposal regarding awarding the Note of Acknowledgement may be submitted to the Auditor General by:
the head of the structural unit or the direct superior;
representatives of the State and local government institutions and cooperation partners of the State Audit Office.

9. Proposal regarding awarding the Note of Acknowledgement (Annex) shall indicate the candidate’s name, surname, place of work, held position, as well as justified contribution of the proposed candidate in one of the areas specified in Paragraphs 3 of 5 of the Procedures.

10. Reasoned proposal regarding awarding the Note of Nomination to employees in accordance with one of the nominations specified in Paragraph 4 of the Procedures may be submitted to the Auditor General by the head of the structural unit or the direct superior. The proposal shall be completed in free format.

11. Proposals regarding awarding the Note of Acknowledgement or the Note of Nomination shall be evaluated by the commission, which shall be comprised of the Auditor General, Directors of Audit Departments, Head of Chancellery and Head of Personnel Division.

12. If the commission takes the decision of awarding the Note of Acknowledgement or the Note of Nomination, the Personnel Division shall develop draft State Audit Office order regarding awarding the Note of Acknowledgement or the Note of Nomination and shall submit it to the Auditor General for signing. After signing of the order the Personnel Division shall register the order and submit a copy to the Head of Chancellery.

13. Upon receipt of the copy of the order regarding awarding the Note of Acknowledgement or the Note of Nomination the Head of Chancellery shall organise preparation of the Note of Acknowledgement and/or the Note of Nomination.

14. If the commission takes negative decision on awarding the Note of Acknowledgement, the Personnel Division shall prepare a letter of response to the proposal submitter regarding awarding the Note of Acknowledgement, stating reasons for refusing the awarding of the Note of Acknowledgement.

15. Notes of Acknowledgement and the Notes of Nomination shall not be numerated and the Personnel Division shall make an entry in the Note of Acknowledgement Register for each person receiving the Note of Acknowledgement and/or the Note of Nomination stating date of receipt, name and surname of the recipient, his or her place of work, position, as well as justification for awarding the Note of Acknowledgement or the Note of Nomination.

16. Copies of the Notes of Acknowledgement and the Notes of Nomination shall be kept by the Personnel Division in accordance with nomenclature of the particular year.

III. Closing Provision

17. State Audit Office Regulation on the note of acknowledgement (approved by the Council of the State Audit Office on July 10, 2006, minutes No.30, Paragraph 3) is repealed.
