The Satversme stipulates “the sovereign power of the Republic of Latvia belongs to the people of Latvia” and “every citizen of Latvia has the right to participate in the activities of the municipalities in the manner prescribed by law”, which also includes the right to join municipal decision-making. The audit will determine whether the municipal actions to inform the population about the municipal services provided and the opportunities (rights) to get involved pin municipal work are enough.
