State Audit Office of Latvia in exchange of experience at SAI Moldova

From 19 to 24 May 2025, the State Audit Office of Latvia provided support to the Court of Accounts of the Republic of Moldova (SAI Moldova) by participating in an experience exchange visit to Chisinau. During the visit, Ms Ilze Bādere, Council Member, Director of the Financial Audit Department, and Ms Ludmila Orlova, Senior State Auditor, shared their experience in the field of financial audits, accounting and communication with stakeholders.

This was the fifth visit of the State Audit Office of Latvia to Moldova within the framework of the project Building the capacity of the EU Eastern Partnership and the Supreme Audit Institution of Uzbekistan in the process of integrating the International Standards of Supreme Audit Institutions (ISSAI). The content of the visit was elaborated according to  the request of SAI Moldova by focusing on topics that were relevant to its daily work. During four intensive working days, the performance of financial audits was discussed, including the audit of an annual consolidated financial statement, as well as the accounting of real estate, biological and subsoil assets, and earmarked grants. Cooperation with stakeholders was also discussed.

During the visit, experience was also exchanged on the preparation of working documents and monitoring the implementation of audit recommendations. As Ms Bādere noted, the knowledge gained in the discussions also provided the State Audit Office of Latvia with an opportunity to expand its understanding of the approach of Moldovan colleagues to the audit process.

Ms Violeta Balana, Director of the External Relations Department of SAI Moldova, emphasised the successful cooperation between the institutions and the importance of practical support, especially in situations where non-standard solutions were required, including on topics outside the planned agenda.

The State Audit Office of Latvia has been implementing development cooperation projects with the supreme audit institutions of the EU Eastern Partnership and Uzbekistan since 2016. This year, support is provided to the SAIs of Armenia, Moldova, Ukraine, and Uzbekistan. The projects are financed by the budget program of the Ministry of Foreign Affairs of Latvia for development cooperation projects and international assistance in accordance with the Development Cooperation Policy Plan.

About the State Audit Office of Latvia

The State Audit Office of the Republic of Latvia is an independent, collegial supreme audit institution. The purpose of its activity is to find out whether the actions with the financial means and property of a public entity are legal, correct, useful and in line with public interests, as well as to provide recommendations for the elimination of discovered irregularities.
