The public sector of Latvia faces similar challenges in implementing artificial intelligence as in other countries

A joint international review by 12 supreme audit institutions (SAIs) on the implementation of artificial intelligence (AI) in the public sector has been completed, and the situation in Latvia has also been analysed. It concluded that state institutions in Latvia were at an equal stage of development in the implementation of AI with other countries assessed in the review and faced similar challenges.

The report also uses the conclusions of the previous review “Introduction and use of artificial intelligence in Latvia” conducted by the State Audit Office of Latvia.

The lack of clearly defined AI implementation goals and benefits, an incompletely developed legal and technical environment (infrastructure), the need to strengthen human resource knowledge and skills, insufficient transparency of AI investments and cooperation among state institutions are among the most significant obstacles. These challenges are characteristic not only of Latvia but also of many other places in the world.

“The joint review report confirms that the implementation of AI in the public sector is not just a matter of technology, as a clear strategy, cooperation among state institutions and the ability to measure the real benefits that AI brings to society are of decisive importance,” indicated Ms Ilze Bādere, Council Member of the State Audit Office of Latvia.

The SAIs from 12 countries including Albania, France, Estonia, Italy, Israel, Lithuania, Poland, Romania, Slovakia, Switzerland, North Macedonia and Latvia participated in the review and preparation of the joint report. The review was conducted from May 2024 to December 2025.

The report includes nine blocks of questions: AI strategy, legal framework and guidelines, budget, infrastructure, information security, digital maturity, AI projects in the public sector, human capital and natural language processing.
