The State Audit Office of Latvia continues to share its experience with the SAI Dominica

From 5 to 14 November 2025, experts from the State Audit Office of Latvia, Ms Iveta Ozoliņa, Lead Expert in Methodological Management and Quality Supervision, and Ms Laila Kikuste, Senior State Auditor, were conducting their sixth study visit to Roseau, Dominica, as part of the International Organization of Supreme Audit Institutions (INTOSAI) Development Initiative (IDI) Global Integrity Initiative (GSAI) project by providing support to the Supreme Audit Institution (SAI) of Dominica.

During the visit, the experts provided practical support in conducting public sector audits and resolving methodological issues by helping to improve work processes and strengthen the capacity of the institution. Proposals were developed for improving audit planning and sampling, preparing programs and drafting reports by paying special attention to the needs of the institution and the local context.

“Dominican colleagues have made significant progress, this is evidenced by both improvements in the quality of work and the interest of other countries to adopt this experience,” emphasised Ms Iveta Ozoliņa. In her turn, Ms Laila Kikuste points out, “Persistent work, knowledge input and close cooperation will ensure sustainable development even after the project is completed.” 

The project aims to strengthen the capacity of the SAI Dominica to conduct high-quality and independent audits by ensuring compliance with ISSAIs. Several key tasks are planned to be implemented by 2027:

  • Pilot audits of all types by introducing new guidelines; 
  • Implementation of the audit quality management system;
  • Support in the mid-term evaluation of the development strategy and the preparation of a new strategy;
  • Preparation of guidelines for cooperation with stakeholders;
  • Development of proposals for changes to legislation and communication with the Parliament
  • Use of data analytics in public sector auditing, development of ICT strategy and implementation of audit management system.
  • Integration of data analysis tools in audits and implementation of an audit information system.

Since July 2023, the State Audit Office of Latvia has been implementing the GSAI Phase 1 project to support the SAI Dominica in cooperation with the INTOSAI IDI and the Caribbean Organisation of Supreme Audit Institutions (CAROSAI). In July 2025, an agreement was signed on the second phase of the project, which would continue until the end of 2027. The project is funded by the European Union and the Supreme Audit Institution of Saudi Arabia through the INTOSAI IDI. Total funding until 2027 is approximately 148,000 US dollars.
