In the efficiency audit on challenges in the HR policy of local and regional governments after the administrative and territorial reform, the deficiencies found in both former and newly established local and regional governments show that the understanding of the importance of HR policy for the successful performance of municipal functions should be significantly improved. Human resources are the organization's most valuable resource, and the knowledge and skills of employees are an essential prerequisite for both high-quality performance of functions and economic handling of material resources.
