Support to SAO of Gambia

                        

 

In 2020, the State Audit Office signed a cooperation agreement with the Development Initiative (IDI) established by the International Organization of Supreme Audit Institutions INTOSAI, thus becoming a partner in support of supreme audit institutions of developing countries. Through this initiative, various development programs are being implemented, providing training, developing tools and instruments for supreme audit institutions, and providing expertise and support for capacity building in supreme audit institutions in developing countries. As an international donor, the State Audit Office provides support to the Supreme Audit Institution of the Gambia under this program.

 

INTOSAI is an international organization of 196 supreme audit institutions, and IDI is a 'platform' for INTOSAI development and exchange of experience. The Norwegian Supreme Audit Institution and international donors - UKaid, INTOSAI and its individual members, the Austrian Development Agency and SIDA, fund the IDI.

 

Project title: “Capacity building of the Supreme Audit Institution of The Gambia

Project financing and its source: 300,000 EUR, INTOSAI Development Initiative and international donors’ co-financing. 


Project target: To provide support to the Supreme Audit Institution of the Republic of The Gambia in building its capacity to conduct public sector audits and strengthen institutional capacity.


Initiatives launched by INTOSAI IDI and the State Audit Office in support of SAI The Gambia 
In 2018, the INTOSAI IDI Donor Program participated in the support activities by involving the Gambia SAI in Accelerated Peer-Support Partnership (PAP-APP) program.


What has been done so far within the program with the direct involvement of IDI experts:

  • Stakeholder involvement strategy has been developed and a needs assessment report has been elaborated.
  • Comprehensive SAI needs assessment report.
  •  A strategic planning framework for SAIs has been developed, including a new vision, mission and a list of core values; priority results, results and opportunities; associated risks; and updated SWOT analysis.
  • Implemented activities and identified gender equality as a strategic priority - increasing the proportion of women in the institution by creating a gender equality expert position in the institution.
  • Activities have been initiated to address potential donors and involve them in financing the activities.
  • The SAI’s strategy for 2020-2024 and the mechanism for monitoring the implementation of the strategy have been prepared.
  •  A framework for annual planning has been drafted.

 

It should be mentioned that the implemented activities have been implemented taking into account the national culture, traditions, mentality and practice of the public sector. SAI’s employees are involved as a priority in all activities and foreign experts play the role of a coordinator in the improvement of processes.
In 2021, support was provided for audits of COVID-19 pandemic mitigation expenditure, as well as operational planning and communication aspects.
