Project title: Support for improving the quality of public service delivery in the regions of Uzbekistan

The project aims at providing timely support to the government’s efforts in developing citizen-centered public services and in strengthening the municipal system to address citizens’ environmental, social and economic challenges more effectively. They also plan to support the country’s digitization processes to facilitate the provision of contactless services, which is especially relevant in the conditions of the COVID-19 pandemic. Namely, by using e-services, citizens can receive public administration services faster and more conveniently, and the costs associated with receiving the service are reduced. There are also benefits for e-service providers such as reduced administrative burden and optimized service provision resulting in shorter service delivery times, increased cost-effectiveness and availability and quality of services of state and municipal institutions.

 

In order to strengthen the Agency for Public Services of Uzbekistan and increase the capacity and quality of its staff, experts from the State Audit Office and the Ministry of Environmental Protection and Regional Development implemented the following activities within the framework of the project:

  1. Review of the project partner’s internal documentation and the review report on the quality assessment in 2019 and 2020 and presentation of conclusions.
  2. Analysis of learning needs and discussion with potential target audience.
  3. Development of training plan/ curriculum and content.
  4. Organization of training.

Within the framework of the activity, the evaluation of the documentation submitted by the cooperation partners and gaining understanding was ensured. Online interviews and discussions with employees of the Agency for Public Services of Uzbekistan and stakeholders were organised. Discussions led to an understanding of the aspects of public service delivery and quality assessment in Uzbekistan. A training plan / curriculum for organizing a face-to-face training workshop has been elaborated and agreed.

 

In December 2021, a training workshop was organised for the staff of the Agency for Public Services of Uzbekistan. The training program included presentations on the public governance system in Latvia, cooperation with the private sector in the provision of public services, single points of delivery of state and municipal services, evaluation, analysis, and quality control of public services, electronic services, optimization and costing of public services, unified portal of public services, e-mail, data analysis and digital skills.

 

The State Audit Office of the Republic of Latvia, as a member of international and European organizations of supreme audit institutions (INTOSAI and EUROSAI), implements co-operation measures with the aim of strengthening the operational capacity of supreme audit institutions and public institutions of other countries actively. Taking into account the priorities of the European Union and Latvia’s Development Cooperation Policy, the support of the State Audit Office for development cooperation activities, building the operational capacity of public services in the Central Asian region, is an important strategic tool for achieving common policy goals.

 

Funding for the implementation of the Development Cooperation Project “Support for improving the quality of public service delivery in the regions of Uzbekistan” has been allocated from the Development Cooperation Policy Plan 2021–2023 administered by the Ministry of Foreign Affairs. More…
